KLSH raises concerns over Korçë municipality’s finances, Alolli demands answers from Sotiraq Filo

Democratic Party MP Ledina Alolli has responded to the findings of the Supreme State Audit Institution (KLSH) following its audit of Korçë Municipality, conducted in October 2026.

She said the report presents a troubling picture of how the municipality led by Sotiraq Filo manages its finances, investments, procurement and public property.

Alolli noted that unpaid tax liabilities had reached 668 million lek by the end of 2025, rising by nearly 36 million lek in one year.

The MP also denounced the fact that only 49% of planned investments were carried out in 2025. Of the 418 million lek budgeted, 203 million lek was spent, while more than 214 million lek in investments remained unimplemented.

Concerns have also been raised about public procurement procedures. According to KLSH, in 20 of the 36 procedures audited for 2023–2024, contracts were awarded to businesses that did not meet all the criteria set out in the tender documents. The contracts were worth around 662 million lek excluding VAT.

Alolli said the KLSH report on Korçë Municipality was a warning about how public money is spent and public property is managed.

“Dear citizens!

Two different pictures emerge of Korçë Municipality. One is of Sotiraq Filo’s inaugurations, photographs and promises. The other is the picture revealed by documents from the Supreme State Audit Institution.

In the first version, everything is presented as a success story. In the second, debts grow, investments fall behind schedule and recommendations are not fully implemented.

Propaganda can change how a photograph looks, but it cannot correct the figures on a balance sheet. That is why the KLSH report calls for answers, not propaganda.

The final audit report, dated October 2026, raises serious questions about accountability and the effectiveness of Korçë Municipality’s leadership.

The first problem concerns 668 million lek in uncollected tax liabilities accumulated by the end of 2025. In just one year, this amount rose by nearly 36 million lek. Financial management cannot be considered sound when liabilities keep increasing instead of falling.

The situation is made worse by the reassessment of local fees, including cleaning and green-space maintenance fees, without a basis in legal criteria. Residents and small family businesses affected by these reassessments have filed formal complaints with Korçë Municipality but have received no response.

Failing to respond to residents’ complaints is not administration; it is a disregard for the duty to be accountable.

Another troubling indicator is that only 49% of the investments planned for 2025 were carried out. Of the 418 million lek allocated, 203 million lek was invested, while more than 214 million lek in investments remained unimplemented.

This shows the wide gap between approved projects and investments that take concrete shape for the people of Korçë.

Problems have also been identified in public tenders and the mechanisms for overseeing them. In 20 of the 36 procurement procedures audited for 2023–2024, KLSH found that contracts were awarded to businesses that did not meet all the tender criteria.

The contracts awarded through these procedures were worth around 662 million lek excluding VAT. Despite the irregularities identified in tenders from previous years, public procurement was not included in the internal audit plan for 2025.

As a result, no planned internal oversight of this area was ensured. The findings call for concrete explanations and for responsibility to be established for the management of procedures funded with public money.

The report also identifies shortcomings in the management of public property. According to KLSH, 279 properties registered in the name of Korçë Municipality were not recorded in its financial statements as tangible fixed assets.

Inaccuracies were also found in the reporting of assets worth tens of millions of lek. This raises questions about transparency, as public property is not presented fully and accurately in the financial statements.

Meanwhile, contracts and local fees show other outstanding amounts. KLSH identified more than 39 million lek unpaid under agricultural land lease contracts and more than 1.3 million lek in uncollected revenue from reserved parking spaces.

This is public revenue that the municipality should collect but that remains outstanding.

The picture is even more troubling because, of the 37 organizational measures recommended in the previous audit, 13 have not been implemented and another 8 remain in progress.

In other words, problems are identified and recommendations are made, but they are not addressed in time. This shows a lack of accountability in the municipality’s leadership.

Mr. Sotiraq Filo, you may talk about projects, events and investments, but you cannot ignore the findings of the Supreme State Audit Institution. The people of Korçë need answers, not propaganda.

Why has the tax debt increased? Why has only half of the planned investment been carried out?

What measures have been taken to address the irregularities found in tenders from previous years and the shortcomings in oversight during 2025?

Why have 279 registered properties not been reflected in the relevant records? And why do some of KLSH’s recommendations remain unimplemented?

As an MP for Korçë County, I call on the municipality’s leadership to make public the measures taken in response to each finding, the administrative responsibilities established and specific deadlines for implementing the recommendations.

Korçë cannot be governed through promises, propaganda and silence in the face of problems.

Managing public money requires transparency, public property requires responsible stewardship, and citizens deserve accountability.”
