IPK recommends suspending police procurement director as dozens of contracts come under investigation

The Kosovo Police Inspectorate (IPK) has asked the Director General of the Police to suspend the director of Procurement from duty until the criminal investigation against him is completed.

In a statement on Thursday, the IPK said investigators were examining, at a preliminary stage, suspicions of abuse of office or official authority and a conflict of interest in public procurement. At the center of the investigation are dozens of contracts concluded through negotiated and confidential procedures. Investigators are verifying how the decisions were made, how the procedures were followed and whether the legal criteria were applied. According to the IPK, the suspension is intended to protect the integrity of the investigation, which is being coordinated with the Special Prosecution Office.

Because the investigation is still at an early stage, the IPK has not made the official’s name public. Several media outlets have reported that he is Artan Fejza, director of Procurement at the Kosovo Police. Kallxo.com has reported that his son-in-law was declared the winner of a €1.2 million tender for buses; the procedure was canceled two years later.

The Periskopi portal has analyzed procurement notices for several of the Police’s largest contracts. The uniform tender, worth around €10.6 million, was announced in September 2023, contested and awarded only in June 2026. For food supplies, the Police signed two emergency contracts without prior notice: one worth €650,000 in January and another worth €800,000 in September 2026. According to Betimi për Drejtësi, from 2021 to 2026 the Police bought around 570 vehicles, but none through an open procedure. The IPK has not specified which contracts it is investigating.

The IPK’s recommendation follows a report by Gazeta Infokus that the graduation ceremony for the 63rd generation of cadets had been postponed because of a lack of uniforms. According to the report, the cadets were forced to borrow parts of their uniforms from previous generations.

As of Friday morning, there was no confirmation as to whether the Director General had implemented the recommendation. Neither the Police nor the Ministry of Internal Affairs had responded publicly.

The case comes as the Police face public pressure following the killing of Arlinda Zekaj. The investigation remains preliminary, and the suspicions do not constitute a determination of criminal responsibility.
